Assistance to Cover the Down Payment and Closing Costs When Purchasing Your Home
Buying a home is one of the most important financial decisions a person can make. It requires planning, knowledge, and clarity about the resources available. The Pronto pa’ tu Casa Program, funded with CDBG MIT funds, was designed to support eligible individuals and families in this process by providing financial assistance that may be used to cover the down payment and/or closing costs when acquiring a primary residence.
Through this program, applicants who meet the eligibility requirements may receive a significant financial contribution that allows them to take this financial step with greater stability and planning.
Amount of Assistance
The Program will grant assistance based on household composition and eligibility:
- Up to $45,000 for each eligible Low and Moderate Income (LMI) or Urgent Need (UN) household.
- Up to $55,000 for each eligible Low and Moderate Income (LMI) or Urgent Need (UN) household that includes at least one member classified as Essential Recovery Personnel (according to the official list).

- An additional $5,000 incentive for eligible households that purchase a home located within a designated and certified urban center as defined by the Department of Housing.

Applicant Eligibility Requirements
To participate in the program, applicants must meet the following requirements:
- Qualify within the income limits established by the Program and HUD.
- Begin the prequalification process through a participating financial institution.
- Complete a Homebuyer Education Course.
- Not be a homeowner at the time of applying for assistance.
- Be a U.S. citizen, a U.S. national who is not a citizen, or a qualified alien.
- Commit to occupying the purchased home as a primary residence for a period of five (5) years.

Compliance with these requirements will be verified as part of the eligibility evaluation process.
Where to Apply
Applications are submitted exclusively through a participating financial institution. (View list).
Once the financial institution or the Housing Finance Authority (AFV) has complete and accurate applicant information, the application will be submitted to the Program through the HBA Platform. The AFV or its authorized representative will then evaluate eligibility in accordance with current Program guidelines.
Homebuyer Education Course
Previously Obtained Certificates
Housing counseling certificates issued by agencies approved by the Department of Housing, HUD certified programs, or the CDBG DR Program will be valid for this Program.
Applicants are responsible for submitting a copy of the Certificate of Completion prior to the award determination.
New Process to Obtain the Certificate
Once the applicant receives eligibility notification under the HBA MIT Program:
- The application will be automatically assigned to a Counseling Agency.
- The agency will contact the applicant to coordinate the date, time, and format of the course.
- Upon completion of the course, the agency will issue the Certificate of Completion, which must be submitted prior to final award.
Property Requirements
The home to be purchased must meet, among others, the following criteria:
- Have a valid title free of liens that may affect Program rights.
- Be vacant or ready for sale at the time the contract is signed.
- Not be occupied by tenants at closing.
- For new construction projects, have a Use Permit.
- Not present significant adverse environmental factors, as determined by an environmental review.
- If located in a Special Flood Hazard Area, the applicant must obtain flood insurance and provide proof at closing.
- If located in airport runway protection zones or Coastal Barrier Resource areas, the buyer must sign an acknowledgment statement.
Documents Required for Eligibility
- Identification (driver’s license or passport)
- Copy of Social Security card
- Birth certificate
- Tax returns for the last two years
- W 2 forms for the last two years
- Three most recent pay stubs
- Bank statements for the last three months
- Homebuyer Assistance Course certificate
- ASUME certification
- Department of Labor certification (if unemployed)
- Other income documentation (Social Security or disability pension)
- Letter explaining significant non payroll deposits
- Letter explaining significant ATH Móvil deposits
- If self employed, year to date financial statement
- Employment verification including year to date earnings and start date if not shown on pay stubs
